Nagin's Yummy Chocolate City

In response to Nagin's desire to see New Orleans become a chocolate city, I hear Ol Ted (FatBastard) Kennedy wants NO to be a Butterscoth city (with lots of scotch and butter). I wonder why no one is smiling in this charming photo op? Is it me or does that pic look strangley like Matt Foley: Motivational Speaker?
