Should the federal government offer charity to Katrina victims?

I agree with Walter E. Williams, per the Constitution of The United States,it is not permissible for the federal government to aid disaster victims.

I got a response from my aunt about this post. She asked if this was a joke. Here is my reply:
No joke, The key words are Charity, federal, government, and Constitution.
The Williams article points out that our leaders in the past understood the problems involved in using taxpayer dollars to provide charity to others.
I have full faith and confidence in the American people and our ability to help those in need. I don't however, believe it is the Federal Government's role to do so on our behalf. IMO the US Constitution is very clear on the point.
When I enlisted in the US Army, I took an oath to protect and defend the constitution of the United States and I will continue to do so. It needs defending now more than ever.
